19. Jurnal Paper (2024): Incorporating Modularity Approach during Planning Stage for Greenfield Gas Development

Greenfield project is viewed of having less technical complexity compared to brownfield one. In gas development project, greenfield is yet heavily influenced by other complexities such as hydrocarbon evacuation and commercial arrangement. Unlike oil projects, a gas project would never be sanctioned if there is no clarity in the arrangement of sales and its commerciality.

Furthermore, for certain projects which have limited economics, the development concept will play a significant role in determining project feasibility. Some scenarios of cost deployment may be involved such as staging development and buy or rent option. The keys are to optimize project schedule and project cost to meet the minimum economic threshold.

Technology selection will also be critical to optimize the first-gas timeline and its cost. In addition, modular facilities have been matured up in recent years, so that project schedule can be compressed to accelerate the production. It is also expected that cost optimization can be further exercised to support the project economics particularly for marginal development project.

This paper discusses the modularity approach during the planning stage has changed the development strategy and project cost. It is a greenfield development with limited volume of hydrocarbon in typical PSC terms applied in Indonesia. In addition, the possible implementation of CCS program will add burden in the economics that potentially sets project as marginal development.

Indeks Harga Saham Gabungan (IHSG): Jakarta Stock Exchange (JKSE) - Indonesia Stock Exchange (IDX), indeks perdagangan saham dalam Rupiah (IDR)

Bagaimana kesan anda setelah melihat grafik diatas? Dalam kurang lebih 5 tahun terakhir, nilai emas lebih kuat dibandingkan IHSG ataupun harga minyak.   

Yang paling parah adalah harga minyak, di tengah kondisi over supply harga akan cenderung tertekan dalam beberapa tahun mendatang. Ditambah sentimen dan kebijakan terkait renewable energy yang terus meningkat. Hal ini berdampak langsung dengan harga-harga saham perusahaan hulu migas karena turun nya kinerja secara signifikan di 2020 ini sebagai dampak penurunan demand akibat pandemi Covid-19. 

IHSG sendiri cenderung 'sama' dari 5 tahun sebelumnya. Memang akan selalu ada saham yang outperformed (diatas rata-rata) dari kenaikan harga saham diatas IHSG. Namun juga ada saham-saham yang underperformed, dari penurunan harga saham dibawah IHSG. Kalau anda membeli Reksadana Saham atau Reksadana Indeks, kemungkinan tidak akan kemana-manaa nilai reksadana anda selama 5 tahun terakhir. Atau kemungkinan malah turun dana di reksadana anda karena adanya biaya manajer investasi. 

Lalu harga emas, dari grafik 5 tahun, atau kalau ditarik 10 tahun tetap emas akan selalu konsisten naik (naik = kondisi akhir periode dibanding kondisi awalnya). Jadi apa sebaiknya memindahkan semua investasi aset ke emas?

Mari kita lihat grafik yang sama untuk lebih 1 dekade, mulai 1 Januari 2010 sampai 31 Desember 2020 seperti di bawah. Ref: Yahoo Finance

Ternyata: menyimpan emas dalam bentuk Rupiah selain dipengaruhi oleh harga emas yang meningkat secara dolar, juga dipengaruhi oleh nilai tukar rupiah terhadap dolar yang menurun selama 11 tahun ini. Dengan demikian, kinerja haga emas dalam rupiah meningkat sekitar 130% (70% + 50%), hampir mirip dengan IHSG sebesar 135%. 

Bedanya, tentu saja IHSG adalah indeks rata-rata, artinya ada saham-saham yang outperformed dan ada saham-saham yang underperformed.  Nah.. merupakan efforts sendiri juga untuk mencari dan menemukan saham-saham yang outperformed tersebut, dan memang ada banyak saham yang kinerja nya jauh diatas dari 135% tersebut. Sedangkan dengan emas, anda tinggal beli dan disimpan dengan aman. 

Jadi, ada baiknya melakukan diversifikasi aset investasi ke beberapa instrumen termasuk emas. :)

18. Jurnal Paper (2020): Developing Parametric Cost Estimation Model for Rich Acid Gas Development Projects

Unlike typical gas field, the development of a sour or acid gas field is far more complex as it possesses higher risks and requires upscale technology for extraction and processing. Historically, sour or acid gas reserves left undeveloped due to the high investment requirement. However, as the worldwide gas reserves potential are depleted, it starts to gain attraction for investors to be developed.

Parametric approach is widely used to provide estimation with high level of accuracy, typically conducted during conceptual or appraisal phase. Gas composition is a significant factor that will affect a gas processing plant cost, as it will dictate the technology and equipment used. Therefore, the gas composition shall be taken into account when the parametric approach is utilizes. This paper aims to provide approach to estimate cost for gas processing plant during conceptual phase or appraisal phase by taking into account the gas composition factor. The outcome will provide ballpark estimates as estimates benchmark for a detail cost estimation and furthermore assist investment decision making.

Que$tor by IHS (Q3 2014 version) is used to calculate cost for gas processing facilities with different level of CO2 and H2S compositions in the raw feed gas. The costs are then plotted to understand whether there will be any mathematical relationship that can be further analyzed. The result shows that there are specific percentage of cost increase in line with the increase of CO2 and H2S level. The model will then be tested against past sour gas processing plant and the results fall within 10% range from the actual cost. Differences of the model estimate and actual cost may come from adjustments required to consider some factors such as technology used, project location, project timing (macro economy and global industry situation).

17. Paper (2019): Sustainability Initiative: Integrating Environment and Social E&S Requirements into a Front End Loading FEL Management System

All project requirements should completely be defined in the planning phase, thus it seen as the most critical activity in a project's lifecycle. Sustainability aspects for an Exploration & Production (E&P) project need to be included starting from planning phase to identify and manage project risks particularly in Environment and Social (E&S) sides. 

In fact according to a study, some key principles of sustainability have actually been adopted in the E&P activities. Meanwhile, Front End Loading (FEL) is a structured approach to increase the predictability of the project outcomes by narrowing down the risks from all technical, commercial, legal, E&S and other aspects. It uses a stage gate system in order to assure the project prior to authorization and to move on to the next step of investment decision, and a typical FEL method has widely implemented in the E&P business across the globe using different company name. 

One of set of requirements addressing sustainability aspects in a project is that Performance Standards (PS) developed by IFC (International Finance Corporation). It has 8 comprehensive elements and internationally-accepted standard of E&S practices which encourages transparency and positive contribution to environment and community. In addition, adopting IFC PS has been mostly becoming compulsory nowadays when dealing with financial institutions to support a project financing to be considered as green financing. 

This paper will explore how to integrate E&S requirements taken from IFC PS, such as E&S Impact Assessment (ESIA) and E&S Management System (ESMS) into a FEL management system for an E&P company operated in Indonesia. It will discuss the gaps between sustainability features in IFC PS and Government regulation, and finally bridge them properly. To conclude, it is very important to include sustainability requirements earlier in the project's lifecycle to help manage E&S risks in the project and improve the outcomes.

16. Paper (2019): Lessons Learned from Adopting Sustainability Aspects for Gas Development Project

Oil and gas industry have started integrating sustainability approaches into their oil and operations mainly aiming to manage risks particularly in Environment and Social (E&S) aspects. It is also seen to be aligned with Sustainable Development Goals (SDGs) where its main principles of sustainability have actually been adopted in the oil and gas activities. One of set of requirements that addresses sustainability aspects in a project is that Performance Standards (PS) developed by IFC (International Finance Corporation). 

IFC PS provides comprehensive standard of E&S practices which encourages transparency and positive contribution to environment and community. It has 8 elements, i.e. managing E&S risks and impacts (PS1), promoting safety and fair treatment of workers (PS2), avoiding pollution from project activities (PS3), managing risks to local communities (PS4), improving livelihoods of displaced persons (PS5), managing living natural resources sustainably (PS6), and protecting the indigenous peoples (PS7) and cultural heritage (PS8). 

Adopting IFC PS has been mostly becoming compulsory nowadays when dealing with financial institutions to support a project financing. This is also known as green financing where a project must adhere with a set of E&S requirements in managing project risks especially in E&S sides. Implementing IFC PS is such a challenging thing when the project has unique characteristics, e.g. located in post-conflict area, no major project in the past decade, and some unpleasant images perceived by the communities from the former operator. 

This paper will discuss lessons learned from implementing IFC PS in a gas development project and developing management system adopted from them, e.g. stakeholder engagement, grievance mechanism, livelihood restoration and environment management. It will also investigate the gaps between aspects in IFC PS and Government regulation, and finally bridge them accordingly. As a result, implementation of management system has helped manage the risks and improve project's performance and outcomes.

15. Paper (2017): A VAR Model to Investigate The Volatility of Line-Pipe Steel Prices Using Oil Price as Referred Currency

The volatility of steel prices and international currency is an element that affects actual project costs. This situation can be mitigated by considering risk contingency as a fixed percentage of the total budget and/or by inputting an inflation factor into the cost estimation. These methods have not overcome the root problem, however, which is the volatility and declining trend of US dollar purchasing power as base currency. As a result, an alternative currency with more reliable value as a cost reference is needed as a comparison of using gold equivalency as an alternative currency for cost estimation (Asmoro, 2013).

This paper will explore the potential for oil as a referred currency to be used in investigating the price volatility of selected steels, i.e. hot rolled coil (HRC) and billet as main material components in oil and gas pipeline projects. The reliability of oil in terms of purchasing power compared to the US dollar and inflation will be discussed along with how oil equivalency can be applied for selected steels to develop an oil-based forecasting model using a statistical VAR (Vector Auto-Regressive) model. VAR model is widely used to analyse multivariate time series data such as domestic product and oil price. 

These methods might change the paradigm for estimating the material costs of pipeline projects and could be developed for and applied to other projects since steels are heavily used in all major construction projects.

FEM #3 2017: Sharing Isu-Isu Migas Indonesia


Jakarta, 3 Agustus 2017 - Engineer dari PT Medco E&P Indonesia (MEPI), Bapak Trian Hendro Asmoro, tampil berbagi ilmu dalam kegiatan yang diadakan oleh Forum Energi Muda yang bertema Challenges and Improvements of Oil & Gas PSC in Indonesia. Acara diskusi dan sharing knowledge tersebut digelar di Kementrian Energi dan Sumber Daya Mineral (ESDM), Kamis malam (3/8).

Senior Project Engineer ini mendapatkan beasiswa untuk menempuh pendidikan S2 jurusan Petroleum Energy Economics & Finance di University of Aberdeen, UK tahun 2014-2015. Jalur beasiswa tersebut berasal dari Lembaga Pengelola Dana Pendidikan (LPDP), Kementerian Keuangan RI.

Dalam pertemuan edisi ketiga yang diadakan Forum tersebut, Bapak Trian memulai diskusi dengan presentasinya mengenai beberapa hal tentang perkembangan dunia minyak dan gas bumi (migas), sistem Production Sharing Contract (PSC) di Indonesia beserta tantangan di fase eksplorasi, pengembangan dan produksi. Dia juga menyoroti topik yang sedang hangat diperbincangkan di kalangan pelaku industri hulu migas nasional, yaitu migas sebagai komoditas atau  katalis perekonomian, serta fenomena kebijakan gross split versus cost recovery dan economic sliding scale.



Menurut Senior Project Engineer MEPI ini, migas adalah investasi jangka panjang yang secara normal melalui tahapan eksplorasi, pengembangan dan produksi, sehingga kondisi supply tidak bisa elastis terhadap perubahan demand dan harga minyak. Dengan begitu, response perusahaan migas ketika harga minyak naik atau turun tidak bisa dilakukan dengan cepat seperti industri manufaktur atau industri lainnya.

“Inilah yang menjadi salah satu resiko bagi para pelaku industri hulu migas. Misalnya, ketika pada fase eksplorasi atau pengembangan harganya tinggi, lalu ketika memasuki fase produksi harga turun. Maka itulah resiko yang harus dihadapi,” papar Bapak Trian.

Sementara ketika menerangkan mengenai mekanisme gross split sliding scale yang per 1 Januari 2017 mulai diterapkan di PSC PHE ONWJ, Bapak Trian berpendapat bahwa secara umum Pemerintah ingin mendapatkan kepastian porsi bagi hasil untuk pendapatan negara dalam menghadapi fluktuasi harga minyak. Sementara di sisi lain, KKKS harus melakukan efisiensi.

“Paling tidak, apapun kondisi harga minyaknya, mekanisme gross split memberi kepastian untuk negara. Pemerintah ingin mendapatkan porsi bagi hasil yang pasti. Namun oleh kontraktror migas, hal ini dilihat sebagai suatu hal yang kurang menarik, karena perbedaan keekonomian lapangan antara harapan saat PSC atau PoD ditetapkan dan kenyataan menghadapi faktor lain misalnya fluktuasi harga minyak. Karena itulah, perlu adanya mekanisme yang fair bagi kedua belah pihak,” ungkapnya dalam diskusi tersebut.



Ratio Factor Sliding Scale
Lebih lanjut, dia juga sharing mengenai paper-nya di acara IPA Convention tahun 2016 tentang opsi perbaikan selain gross split. Dia menamakannya PSC with R-Factor (Ratio Factor) Sliding Scale. Ini untuk menentukan pembagian porsi bagi hasil antara Pemerintah dan kontraktor.

“Semakin baik dan ekonomis sebuah proyek, maka porsi yang bisa diambil oleh Pemerintah semakin besar. Begitu pula sebaliknya. Tujuannya adalah menciptakan sistem incentive yang lebih progresif dan fair bagi kedua belah pihak dan bisa berlaku otomatis bagi industri hulu migas, tidak perlu lagi ada penyesuaian fiscal terms saat harga minyak turun atau naik, dan hanya menggunakan rumus sederhana accumulated revenue dibagi accumulated cost,” jelas Bapak Trian.

Menurutnya, mekanisme ini menggunakan basis bahwa dalam banyak lapangan migas hanya ada tiga faktor utama yang sangat mempengaruhi keekonomian migas. Pertama adalah harga, kemudian production rate atau berapa produksinya, dan terakhir adalah belanja modal (development capex). Artinya, faktor-faktor komersial lebih dominan dalam menentukan keekonomian sehingga desain fiscal terms juga harus mempertimbangan hal tersebut.

Semakin larut suasana diskusi menjadi semakin hangat. Para peserta datang dari beragam  latar belakang pendidikan dan pekerjaan. Mereka serius menyimak penjelasan dari Bapak Trian mengenai beragam tantangan dan perbaikan yang saat ini dialami para pelaku industri hulu.  

Beragam pertanyaan dan pernyataan dilontarkan terkait fenomena kesiapan seluruh pelaku industri lain yang terdampak dalam menghadapi kebijakan yang diterapkan oleh Pemerintah pada industri hulu migas mengenai gross split sliding scale.

Apakah kebijakan gross split ini lebih baik dibandingkan cost recovery? Menurut Bapak Trian, pro dan kontra pasti ada, namun belum bisa dilihat hasilnya karena baru tahun ini diterapkan. Apapun skema fiscal terms yang diterapkan, diharapkan bisa menjawab kebutuhan tidak bergairahnya kegiatan eksplorasi di Indonesia. Seperti ditunjukan data tahun 2000 hingga 2016, di mana lebih dari 50% lapangan migas fase eksplorasi dikembalikan ke Pemerintah dan kurang dari 10% lapangan eksplorasi menjadi produksi hari ini.

Akibatnya, reserve replacement ration (RRR) Indonesia menjadi sekitar 0,49 dan produksi migas cenderung turun. Sedangkan permintaan selalu naik. Demikian benang merah yang bisa diambil dari acara diskusi yang berlangsung hampir selama dua jam tersebut.

14. Paper (2017): An Analysis on The Phenomenon of Fallow Assets in Indonesian Exploration blocks

Exploration projects as the only way to increase oil and gas reserve and production for Indonesia have not however shown a progressive trend in the last decade, even though some fiscal incentives and new regulations might have been introduced to support such projects. It is therefore the phenomenon of fallow assets may happen in the exploration blocks. Fallow asset that is classified as fallow block and fallow discovery is an asset which has no activity, i.e. seismic or drilling, for a certain period of time according to its term.

Another report published by Ministry of Energy and Mineral Resources (EMR) regarding analysis and evaluation of data package in the offering process of oil and gas fields (2014) mentioned that the current trend has shown a deteriorated interest of oil and gas companies to bid the fields offered by the government. The report investigated some technical and non-technical aspects should be covered in the governmental tender document.

This paper will describe the profile of exploration projects and some relevant key information of oil and gas exploration blocks under production sharing contract (PSC) terms in Indonesia. Furthermore, the exploration commitment and its realised activity will be analysed. Finally, some recommendations would be proposed to balance the interests between government and investors (companies) in order to attract more investment in exploration projects.

13. Paper (2016): PSC Sliding Scale as a Fiscal Model for Marginal Fields in Indonesia

The Production sharing contract (PSC) system has been applied in the oil and gas upstream business in Indonesia since 1966. The contract between the oil and gas companies as contractors and the government as the owner of the country’s oil and gas fields relies on a risk sharing principle. Nevertheless, the companies are actually exposed to further uncertainties, particularly related to risks in exploration activities.

Furthermore, economic analysis needs to be performed once hydrocarbons have been discovered. At this stage, oil and gas companies are faced with investment decisions that have to allow for both the upside and downside of the related risks. In fact, it is now more challenging to find economic levels of hydrocarbon reserves in place. More flexible fiscal terms are therefore required to balance the risk between investors and the government.

This paper demonstrates a model of dynamic fiscal terms that incorporates a risk-balancing principle. The PSC is used as a basic model combined with a sliding scale that is derived from a r-factor (ratio-factor) of company revenue and investment costs. As a result, it concludes that the PSC sliding scale model could be implemented in a way that balances the risks and rewards between government and investors and leads to the development of marginal fields in addition to attracting more oil and gas investment in Indonesia.

Melihat Hubungan Future dan Spot Oil Price

Apakah oil price berdasarkan kontrak future mempengaruhi oil price hari ini? Secara intuisi ada pengaruh, karena keduanya menggunakan underlying yang sama, crude oil. Secara statistik, hubungan tersebut bisa diuji dengan data dan hipotesis statitistik.

Seperti yang dibahas pada perilaku harga minyak dunia, bahwa terdapat dua jenis pasar di pasar minyak dunia, pertama pasar fisik (wet oil market) dan kedua pasar kertas (paper oil market). Pasar fisik adalah transaksi sesungguhnya ketika penjual menjual dan mengirimkan minyak kepada pembeli. Sedangkan pasar kertas adalah menjadikan minyak sebagai instrument investasi (spekulasi), baik dalam bentuk future contract yang diperjualbelikan, dibundel dengan komoditi yang lain, bahkan dijadikan underlying asset untuk berbagai macam produk derivatives.  

Untuk uji empiris interaksi harga di kedua pasar tersebut, digunakan metode granger causaility, sebagai berikut.

1. Data oil price (Sumber:  EIA) (1)
Monthly average price dari Januari 1986 - Januari 2015, karena harga minyak mempunyai kecenderungan mempunyai tren bulanan daripada harian, salah satunya karena musim dingin atau panas. 
Spot prices: Crude Oil WTI
Future prices: NYMEX Futures Prices, Crude Oil (Light-Sweet, Cushing, Oklahoma): contract-3 adalah harga untuk delivery 3 bulan kemudian. Contohnya harga Januari 2000, delivery April 2000.

2. Pre-treatment data
Grafik harga minyak spot dan future, semua pengolahan data menggunakan software Eviews.
Terlihat keduanya punya pola naik dan bergerak bersama. Hal ini akan dipertimbangkan dalam stationary test. 
 
3. Stationary tes
Stationary test perlu dilakukan untuk data time series untuk menghindari kesimpulan yang janggal, dimana dua variable terlihat mempunyai hubungan tapi keduanya sebenarnya tidak berhubungan (2).
Hipotesis awal (H0): terdapat unit root atau data tidak stationary
Hipotesis alternatif (H1): tidak terdapat unit root atau data stationary --> yang diharapkan.  

Test dilakukan pertama dengan data level (asli) dengan memilih mode intercept/constant dan trend, karena dari grafik diatas terlihat seperti tren.  Namun, hasil uji menggunakan Augmented Dickey Fuler (ADF) test untuk data level baik spot prices dan future tidak menolak H0, sehingga uji stationary dilanjutkan menggunakan data first difference (growth/return). Grafik growth kedua harga seperti di bawah, dimana tidak terlihat seperti tren naik seperti yang ditunjukan data level diatas.
Hasil run stationary test data first difference (FD) kedua harga sebagai berikut, dimana pada level FD kedua data menunjukan nilai t-statistics negatif melebihi critical values (CV) pada 95% confidence level (5% significance level/SL, rule of thumb), maka untuk model dan analisis menggunakan data FD.


4. VAR (Vector Auto-Regressive) Model
VAR model digunakan untuk menguji causality test menggunakan Granger causality. VAR model dibangun dengan mengkombinasikan antara future dan spot. Karena kita tidak tahu secara jelas bagaimiana hubungan antara future dan spot (siapa mempengaruhi siapa), maka disusun dalam urutan di VAR model: Rfuture Rspot. Urutan ini sangat berpengaruh dalam variance decomposition dan impulse response analysis (2). Tapi kita tidak akan melakukannya karena model VAR belum tentu model yang terbaik menjelaskan hubungan antara future dan spot ini (terdapat model time series selain VAR yang harus dibandingkan).

VAR model dibangun pertama dengan asumsi lag-3, karena 3 bulan future price. Hasilnya sebagai berikut.
Kemudian, dilakukan analisis berapa lag yang optimal untuk VAR model ini, hasilnya seperti di bawah.

Dari lag analysis tersebut, ada dua kandidat lag yaitu lag 1 dan 7. Kita memilih lag-1 karena lebih masuk akal bahwa harga future 3 bulan pada bulan lalu (lag-1) mungkin akan berpengaruh terhadap spot price bulan ini. Sehingga model VAR dengan lag-1 sebagai berikut.

5. Granger causality
Granger causality test akan menguji apakah variable 1 granger cause variable 2 (perhatikan bahwa istilah yang digunakan adalah granger cause, bukan mutlak cause). Pengujian dengan hipotesis dan test statitistik.
H0 : No causality
H1 : Causality
Dari tabel diatas, terlihat bahwa kita tidak dapat menolak H0 karena prob (p-value) 0.365 lebih besar dari 0.05 (5%) SL, sehingga future prices 3 bulan tidak granger cause spot prices. Sebaliknya, spot prices juga tidak granger cause future prices 3 bulan karena prob (p-value) 0.99 lebih besar dari 5% SL.

6. Test price spread
Untuk melihat lebih jauh hubungan harga future dan spot ini, dilakukan analisis perbedaan harga (spread) future dan spot, apakah perbedaan harganya signifikan lebih dari nol karena harga future secara normal perlu lebih tinggi untuk men-cover biaya penyimpanan, interest rate dan resiko. Grafik di bawah perbedaan harga future dan spot.

Uji statistik sebagai berikut.
H0 : rata-rata spread (mean) = 0
H1 :  mean > 0
Secara statistik, kita tidak bisa menolak H0 karena CV 5% SL untuk 1-sided test adalah 1.65, sedangkan t-value table diatas 0.9927, atau probability 0.3216 > 0.05. Sehingga tidak ada spread secara statistik antara harga future dan spot pada 5% SL.

7. Conclusion
Dari analisis diatas, secara statitistik future prices 3 bulan tidak granger cause spot prices begitu pula sebaliknya. Hal ini juga sesuai dengan studi dimana tidak ada bukti empiris bahwa pasar future (pasar kertas) mempengaruhi pasar spot (pasar fisik) setelah 2003 karena pasar future juag dimotori oleh motif spekulatif (3). 

Meskipun dalam prakteknya, sangat mungkin keduanya sangat diperhatikan oleh para traders. Pasar fisik akan melihat pergerakan harga di pasar kertas yang melihat ekspektasi masa depan, sedangkan pasar kertas akan melihat riil transaksi hari ini untuk membangun ekspektasi tersebut. Meskipun terdapat kenaikan signifikan aktivitas pasar kertas dalam satu dekade terakhir (4), aktivitas tersebut bagaimanapun secara jangka panjang tetap bersandarkan pada interaksi supply-demand crude oil.

Renewable Energy

There are some key reasons why we should deeply think about Renewable Energy (RE);
- Greenhouse gas (GHG) emission lead to climate change that is the mother of all externalities
- Carbon dioxide would be worth 1.5 percent of world income, if all emissions were priced at price of US$ 15/tC02; consumption from fossil fuels system accounts the majority of global GHG
- Demand for energy and associated services, to meet social and economic development and improve human welfare and health, is increasing
- Many countries are committed to develop RE in the future, regardless how well its commitment has been realised.

Worldwide RE's role in energy mix application is shown in table below (IPCC, 2011).

We may debate that RE is expensive thing, at least compared to non-RE or conventional energy. It may be true if we have a look below graph (IPCC, 2011). However, the range of RE cost varies since it still depends on each project. In other words, RE technology heavily rely on utilising technology to conform with its environment. Some countries can't apply the cheaper technology since it has no RE sources. In fact, there are some RE that are cheaper than conventional ones.

Nevertheless, this some reasons may enlighten us, why RE can't actually be stopped by oil price movement (Bloomberg, 2015).

1) The Sun Doesn't Compete With Oil
Oil is for cars; renewables are for electricity. The two don’t really compete. Oil is just too expensive to power the grid, even with prices well below $50 a barrel. Instead, solar competes with coal, natural gas, hydro, and nuclear power. Solar, the newest to the mix, makes up less than 1 percent of the electricity market today but will be the world’s biggest single source by 2050, according to the International Energy Agency

2. Electricity Prices Are Still Going Up
The real threat to renewables isn’t cheap oil; it’s cheap electricity. Cheap oil don’t make cheap electricity as well, since fuel isn’t the only component of the electricity bill. Consumers also pay to get the electricity from power plant to home

3. Solar Prices Are Still Going Down
As time passes, the efficiency of solar power increases and prices fall. This is soon or later going to happen. When many countries enforces more RE in their energy mix policy, there will be new economic of scale for RE technologies.
But, there are some issues for further implementing RE:
- Under most conditions, increasing the share of RE in the energy mix will require policies to stimulate changes in the energy system.
- Many RE resources include natural unpredictability and variability over time scale, which can constrain the ease of integration and result in additional system costs.
- There might be a few technical limits to the integration of RE technologies across the very broad range of present energy supply systems

To conclude,
- RE sources have a large potential to displace emissions of GHG from the combustion of fossil fuels and thereby to mitigate climate change.
- Many RE technologies are becoming market competitive although some innovative RE technologies are not yet mature.
- Some policies have been shown to be effective and efficient in rapidly increasing RE deployment. However, there is no one-size-fits-all policy.
- Some policies need to take into account the different stages of RE deployment.

Supply-Demand dan Pergerakan Harga Minyak

Seperti yang dibahas dalam tulisan tentang penyebab yang mempengaruhi harga minyak, faktor supply-demand adalah faktor yang paling mendasar dalam mempengaruhi harga minyak. Geopolitik karena kondisi politik produsen minyak (timur tengah) berujung pada kepastian supply, sedangkan paper oil market hanya mempengaruhi secara jangka pendek (short-run) lebih karena sentimen pasar dan aktivitas. Pengguna minyak yang riil dari industri sampai konsumen retail lah yang mempengaruhi demand sesungguhnya dari minyak.

Kurva supply-demand secara sederhana digambarkan dalam grafik di bawah (1), dimana bertemunya kurva supply dan demand akan terbentuk ekuilibrium, harga pasar (P*) dan jumlah barang/jasa yang ditransasikan (Q*).


Kemudian, terdapat beberapa fenomena yang menyebabkan bergesernya kurva supply dan demand, misalnya karena pengaruh teknologi sehingga biaya produksi menjadi lebih murah (jumlah yang sama bisa didapatkan dengan harga pasar lebih murah, kurva supply bergeser ke kanan), atau meningkatkan pendapatan masyarakat sehingga meningkatkan jumlah permintaan (harga lebih mahal, kurva demand bergeser ke kanan).

Contoh pergeseran kurva supply-demand seperti gambar berikut (2), dimana S2 adalah biaya produksi yang semakin mahal menjadikan jumlah barang yang sama Q1 harus naik harganya dari p3 ke p1. Tapi karena kurva demand tetap (D1), maka harga barang menjadi P1 dengan jumlah Q1. Sedangkan pergeseran kurva demand contohnya dari D1 ke D2 karena menurunnya daya beli masyarakat sehingga dengan jika kurva supply S2 maka menjadi harga kembali menjadi P0, atau jika kurva supply tetap S1 maka harga menjadi P3.

Lalu, apakah kurva supply & demand minyak mengikuti pola sesuai dengan grafik diatas? Secara definisi mengikuti, dimana ketika terjadi supply dan demand maka terbentuklah harga dan kuantitasnya. Namun, kurva supply-demand minyak sangat khas karena karakteristik unik demand-supply minyak dimana tidak seperti industri lain dimana perubahan demand yang cepat bisa diikuti dengan perubahan di sisi supply.

Contohnya, ketika harga minyak naik karena demand naik dimana secara kurva supply, produsen akan tergiur untuk meningkatkan produksi sebanyak mungkin, namun industri minyak tidak bisa cepat merealisasikannya karena proyek untuk memproduksi minyak (eksplorasi, pengembangan, produksi) membutuhkan bertahun-tahun. Ketidakelastisan kurva supply minyak ini bisa digambarkan dalam grafik di bawah.
Kenaikan harga dari P1 ke P2 tidak bisa membuat supply meningkat signifikan karena kapasitas produksi minyak Q1. Kenaikan harga P2 hanya bisa diimbangi oleh produksi Q2 atau Q3 yang membutuhkan beberapa tahun lamanya dengan tambahan proyek baru untuk meningkatkan produksi minyak. Harga P3 adalah harga minimal produsen (break-even) untuk menutup biaya produksinya.

Begitu pula sebaliknya, ketika harga minyak turun tidak serta merta membuat produsen mengurangi produksi karena terdapat alasan teknis, misalnya demi mengatur tekanan bawah tanah atau reservoir pressure (bayangkan, ketika sumur minyak mengalir kemudian ditutup tiba-tiba, bisa jadi ketika dibuka lagi sudah berbeda tekanan dan bahkan komposisi minyak-air-gas nya), atau faktor non-teknis misalnya untuk menjaga pendapatan negara.

Hal ini kemudian terbukti akhir-akhir ini ketika harga minyak berada di kisaran USD 50/barrel dimana tengah tahun 2014 masih diatas USD 100/barrel, OPEC sebagai supplier sekitar 35% minyak dunia tetap memutuskan untuk menjaga produksi minyak di sekitar 30 juta barrel per hari. Hal tersebut tentu juga memberatkan negara-negara OPEC sendiri mengingat hampir semua negara OPEC menjadikan minyak sebagai pendapatan utama negaranya.

Bahkan menurut data berikut (3), negara produsen minyak (OPEC ataupun Non-OPEC) mempunyai nilai break-even berapa harga minyak yang bisa mencukupi kebutuhan fiskal negaranya. Hal ini dikenal dengan target-revenue model. Oleh karenanya, tidak mudah bagi produsen minyak untuk menurunkan jumlah produksi minyak meskipun harga minyak turun drastis, karena akan membuat mereka semakin menderita.

Secara grafik, target-revenue model tersebut bisa digambarkan seperti di bawah. Harga minyak awal P1, dimana produsen produksi minyak di Q1. Mereka senang karena melebihi dari kebutuhan budget (I, Investment). Jika suatu negara dibatasi produksinya oleh OPEC ke Q2 untuk mengindari over-supply, maka besar kemungkinan negara tersebut akan meminta kuota menjadi Q* untuk memenuhi budget nya atau melakukan cheating dengan menjual oil diam-diam sehingga total produksi tetap Q*. Disini, harga minyak minimal (break-even) untuk target-revenue model adalah P*.
Sehingga bisa dipahami, meskipun harga minyak turun sampai di bawah USD 50/barrel bulan ini, negara produsen akan tetap produksi minyak meskipun tidak bisa 100% sesuai kebutuhan budget mereka.  Karena jika mengurangi produksi, kondisinya akan makin berat untuk fiskal negara tersebut. Oleh karena itu, dalam meeting terakhir OPEC 27 November 2014 tetap menjaga produksi minyak mereka di leval 30 juta barrel per hari (4). Selain itu, OPEC tidak mau ‘berkorban sendiri’ karena faktanya OPEC ‘hanya’ mensuplai sekitar 35% dari total kebutuhan minyak dunia (sekitar 91 juta barrel per hari rata-rata 2014).

Dalam hal ini, OPEC tampak jelas membiarkan harga minyak terjun bebas hari ini (saat sebelum meeting harga minyak kisaran USD 70/barrel). Dimana penyebab oversupply minyak adalah produksi shale-oil dari USA yang membuat produksi minyak Amerika meningkat dari 8 juta barrel per hari tahun 2008 menjadi 12 juta barrel 2014. Amerika hari ini tercatat sebagai negara produsen terbesar minyak sekaligus importir terbesar, serta konsumen terbesar 19 juta barrel per hari (5). Oleh karena itu, tren meningkatnya produksi minyak Amerika sampai beberapa tahun ke depan direspon dengan harga minyak rendah.

Disinilah OPEC memberikan ‘test’, apakah proyek shale-oil minyak Amerika bisa bertahan pada harga minyak di bawah USD 50. Di negara teluk sendiri, harga USD 50 meskipun tidak bisa memenuhi kebutuhan budget mereka tapi masih bisa menutupi biaya produksi minyaknya. Meskipun OPEC tidak hanya negara teluk yang mempunyai biaya produksi rendah (misal Venezuela yang tinggi biaya produksi), namun karena lobi dalam OPEC sendiri ditentukan oleh banyaknya produksi minyak masing-masing negara. Disini Arab Saudi dengan produksi terbesar yakni 9.5 juta barrel per hari dan negara-negara Arab menjadi dominan penentu arah OPEC.

Lalu, bagaimana dengan demand minyak? Secara umum kurva demand relatif lebih elastis secara jangka pendek (short-run) dibandingkan jangka panjang (long-run), yang mana ditunjukan oleh studi OECD dalam tabel di bawah (5).  Walaupun kondisinya berbeda-beda antara kelompok negara, secara umum elastisitas income terhadap oil demand secara jangka pendek (short-run) lebih tinggi dibandingkan jangka panjang (long-run). Khusus EU, India dan Indonesia, kondisinya menarik karena pengaruh pendapatan masyarakat terhadap konsumsi minyak lebih terasa di long-run daripada short-run.


Perubahan elastisitas income dalam jangka panjang menjadi kurang elastis dikarenakan faktor supply yang tidak elastis menyebabkan konsumen menyesuaikan diri terhadap kondisi supply yang ada. Misalnya ketika income (GCP) meningkat, permintaan minyak meningkat namun karena supply terbatas, maka harga naik yang kemudian diikuti oleh penyesuaian permintaan minyak.  Dan saat income (GDP) turun, maka permintaan turun menyebabkan harga turun dan membuat konsumen untuk mengkonsumsi minyak lebih kembali pada harga barunya.

Kurva demand dan supply minyak yang tidak elastis (inelastic) menjadi salah satu penyebab utama volatilitas harga minyak dunia. Kondisi Geopolitik termasuk posisi OPEC, dan pelaku pasar perdagangan minyak adalah dua hal penting lain yang juga mempengaruhi pergerakannya. Hal ini bisa digambarkan dalam interaksi antara supply-demand minyak digambarkan dalam grafik di bawah.

Demand awal (D0) dan Supply awal (S0) dimana harga minyak P0. Karena pengaruh geopolitik sehingga pasokan dari produsen minyak yang mempunyai biaya produksi murah berkurang (misal timur tengah), maka minyak akan semakin mahal sehingga kurva supply bergeser dari S0 ke S1. Dengan kondisi itu, pasar (paper oil market) bereaksi negatif dan membeli minyak sebanyak-banyaknya hari ini karena beranggapan bahwa pasokan di masa mendatang akan lebih sulit (harga semakin naik) karena berkurangnya pasokan dari produsen minyak. Maka kurva demand bergeser ke D1, sehingga membentuk harga baru P1 dengan jumlah Q1. Namun, karena reaksi pasar tersebut hanyalah sentimen dimana kondisi riil pengguna minyak (industri, retail, dll) tetap sama yakni demand D0, maka harga akan menyesuaikan kembali menjadi P2 dengan jumlah Q2.

Pergerakan harga minyak seringkali melalui fase-fase seperti diilustrasikan diatas. Dari penjelasan tersebut, bisa ditarik kesimpulan bahwa  pengaruh geopolitik dan pasar minyak bersifat lebih temporal dibandingkan supply-demand minyak yang mendasar pengaruhnya dan jangka panjang (long-run)
